The Chinese Government Scholarship (CSC), administered by the China Scholarship Council, is the largest funding route for international students in China. It is competitive, merit-based, and applied for through official channels — an embassy, a designated university or a designated agency — never through a private agent who “guarantees” it.

What it typically covers
- Tuition for the whole programme

It normally does not cover flights, visa fees, books and study materials, or personal expenses. Coverage differs by level — undergraduate, master’s, doctoral and non-degree study are funded on different terms.
Who can apply
- Nationality: non-Chinese citizens in good health. If you were born a Chinese citizen and later took another nationality, read the nationality rules in the current-year guide before you plan anything.
- Level: undergraduate (high-school certificate), master’s (bachelor’s degree), doctoral (master’s degree), or non-degree study, depending on the scheme.
- Age ceilings by level — as published in recent CSC guides: bachelor’s under 25, master’s under 35, doctoral under 40, general scholar under 45, senior scholar under 50. These are scholarship rules, not visa rules: the university may still admit you as a self-funded student when you are over the limit.
- Academic record: strong transcripts; research degrees expect a relevant background, and sometimes publications or work experience.
- Language: Chinese-taught programmes need HSK (usually 4–5); English-taught programmes need IELTS/TOEFL unless the programme waives it.
- You cannot hold another Chinese government scholarship at the same time.
The channels — and how to choose one

How to choose: if your country’s quota is small, the university route is often more predictable; if your target university does not accept Type B applications for your programme, the embassy route is the only way in. Ask both sides before you commit — and remember that each channel has its own agency number, which has to match the form you submit.
How the selection actually works
- Quotas decide the odds as much as your profile does. Type A competes inside your country’s allocation; Type B competes for the places the department is willing to fund. The same file can be strong in one channel and hopeless in the other.
- Fit with a department is the heaviest factor after your record for research degrees — whether a supervisor wants you and can justify a place. Most applicants never contact one.
- Documents are screened and scored: study plan, transcripts, recommendation letters, language evidence.
- Nomination is not admission. CSC nomination and university admission are separate steps, and both have to be completed before the scholarship is confirmed.
Documents you will be asked for
- Passport photo page, valid well beyond the intended graduation date
- Highest diploma and transcripts (certified or notarised where the notice asks, with translations into Chinese or English)
- Two recommendation letters from professors or associate professors, on letterhead
- Study plan or research proposal, in the format and length the programme asks for
- Physical examination form (外国人体格检查记录) completed by a doctor — usually valid six months
- Language certificates: HSK/HSKK, or IELTS/TOEFL where required
- Passport-style photograph, the online application form, and your agency number
- Some programmes also ask for a portfolio, a list of publications, or a police certificate
Timeline for the 2027 intake (how the cycle normally runs)
Exact dates change every year and differ by channel — treat this as the shape of the cycle, then confirm your own dates on the embassy and university pages.
- Aug–Oct 2026: shortlist programmes, email possible supervisors, start HSK or IELTS preparation
- Oct–Nov 2026: get documents certified and translated — this is the slowest part
- Dec 2026 – Jan 2027: the embassy/bilateral route opens, and some universities open their forms
- Feb–Apr 2027: most university (Type B) deadlines fall in this window; embassy nominations are decided
- Apr–Jun 2027: results, admission letters and the JW201 form are issued
- Jul–Aug 2027: visa, medical checks, travel and registration
Why applications get rejected
- Using the wrong agency number, or filing through two channels in a year when only one is allowed.
- Documents that are not certified or translated as the notice requires, or scans where originals were asked for.
- A study plan that describes why China, rather than why this programme and this department.
- No supervisor contact for a research degree, when the department is looking for evidence of fit.
- Filing late — after the university route has already allocated places, or days after the embassy deadline.
After you are nominated
- The university issues the admission letter and, for scholarship holders, the JW201 form.
- You apply for the X1 student visa with those documents.
- On arrival you register with the university and convert the visa into a residence permit within 30 days.
- The scholarship continues through an annual review based on your results and conduct — which is why the first year’s grades matter more than most students expect.
Common questions
Can I apply to two universities through CSC? Normally you file one CSC application per year, and the current-year guide decides whether two channels may be used in parallel. You can still apply to several universities for admission, because admission and the scholarship are separate decisions.
Do I need HSK? Only for Chinese-taught programmes (usually HSK 4–5). English-taught programmes need IELTS/TOEFL unless the programme waives it.
Does applying for CSC cost anything? The CSC route itself does not charge an application fee. Some universities charge their own application fee — check it on the university’s own payment page, and be wary of anyone charging a “processing fee” to handle a CSC application.
What happens if I am rejected? You can apply again in the next cycle, or study self-funded, with a provincial scholarship or with a university scholarship. Many successful CSC holders applied more than once.
Does the scholarship pay for my flight? Normally not. Some bilateral programmes include a travel allowance — that is stated in your country’s notice.
Can I change university after I arrive? Transfers are rare and go through a formal approval process involving both universities. Treat the offer as final when you accept it.
